Yes, I've always believed that he was a more than competent bureaucrat (but, naturally, without any experience at 'nation building'). At least this leaked memo shows that - internally - they are beginning to consider more long-term issues. To me, this was the most important quote from the memo: ``Today, we lack metrics to know if we are winning or losing the global war on terror,'' Rumsfeld wrote. ``Are we capturing, killing or deterring and dissuading more terrorists every day than the madrassas and the radical clerics are recruiting, training and deploying against us?'' That is, of course, the important question... and it remains as yet unanswered.
