I think it may be helpful to step in to the shoes of the people who don't follow politics closely. To them it looks like this:

Bush goes here, does this. Democrats bitch and moan. Bush signs new bill. Democrats bitch and moan. etc etc ad nauseum.

Democrats need to make a statement of what they are FOR.

And being against Bush's crummy policies is not enough.
