A loan may involve some kind of report indicating what Iraq received for it's loan. That would come close to exposing how much of the loan makes it's way into Cheney's pocket (to join the dollars made from sending Iraqi oil through unofficial Kuwait channels where it won't be credited to the Iraqi people).
