The Constitution has no such language. Congress, as even people like Chuck Hagel of Nebraska, a Republican, clearly understands. Hagel is remorseful about the vote to give Bush the power. The least Kerry should do is say, "I made a mistake, Bush is a liar", and outline exactly what he would have done, i.e., let the inspectors inspect.

He can't do that, because he hasn't made up his mind whether he's a voter-approved "Hawk" or "Dove" or something in between.

He'd like some voters to think he'd go to war with Iraq without WMDs, just because of the various human rights or UN violations, to get the undecided Repub vote. He'd like other voters to think he'd avoid war altogether and wait for inspections, to get their vote.
