We were recruiting Afgan fighters and passing out missiles and ammo, that's for sure. I remember all the disquiet at the time that the Muslims might turn on us. From what I can find, both on the net and in books about the period. The "Bright Line" was that we let the Saudis back their own people and any Yemonites/ME types, while we backed the Afgan/Paks. During the 80s, The Iranians had attacked us, but always in the ME.

That means Osama was getting bucks and bullets from the House of Saud. But, whatever can be found from that period in the 80s, the "Bright line" of terrorists setting up to attack us in the US happened when Osama set up in 1990. We didn't know this until 93, and didn't even recognize it then. The CIA never had a chance to see the records from that attack because Clinton specifically "criminalized" it and gave it to the FBI. So the first time the finger was really pointed at Osama was when he hit the Embassies.
