That is 100% false. Rush claims that during the Reagan era spending went down and revenues increased. Again, not true at all.

Alas, what Rush purportedly said (though AS didn't quote when, where, or what he said) was not "100 percent false" or even partially false; it was true:

The one specific example AS cited, that revenues did not go up during the Reagan years after the tax cuts, was not true. Revenues in the Reagan years went from $599 Billion to $991 Billion, as even a cursory glance at federal budget statistics would have told AS.

But why look at facts when you can post fiction? Fiction is so much more interesting.
