Carl, when someone has been proved a liar a dozen times over, a certain amount of skepticism towards his new claims is in order - unless he's saying what you want to hear, I guess.

Carl, there was one set of numbers in a contemporaneous Gallup poll that was also cited by Cheney that has to drive the local true believers nuts if they care to contemplate it. From the original WaPo Cheney story, washingtonpost.com

The poll also found that 29 percent of Baghdad residents had a favorable view of the United States, while 44 percent had a negative view. By comparison, 55 percent had a favorable view of France.

Similarly, half of Baghdad residents had a negative view of President Bush, while 29 percent had a favorable view of him. In contrast, French President Jacques Chirac drew a 42 percent favorable rating.

From a NYT article on 9/23, posted here in #reply-1933700 , there was a somewhat contrasting tidbit on the same poll, though:

But half of the respondents said the occupation authority was doing a better job now than it was two months ago, and their view of Mr. Bremer himself was remarkably positive, with 47 percent holding a favorable view of him compared with 22 percent who hold an unfavorable view.

Good for Bremer, who seems to be doing a good job. I have no idea how he comes across day-to-day in Iraq, but I'm impressed that he seems to have pretty much cut out Chalabi and the "governing council". That must drive the neocons nuts, which seems to indicate that Bremer must have considerable infighting skills to go with his evident on-the-ground skills.
