Intelligence funding after 9-11 is a different matter. There was a time after the Cold War when we needed to cut back and save both on military and intelligence funding. This was a bipartisan agreement. The Peace Dividend, remember? Cheney used to boast about it when he was Sec of Defense for Bush Sr. Of course Kerry went along with that. But after 9-11 the intelligence tab has to be larger.
