Iyad Allawi, president of the U.S.-appointed Iraqi Governing Council, gives a speech at the start of the second day of the Iraq Donors' Conference in Madrid October 24, 2003. Allawi said the reconstruction effort would establish a beacon for democracy in the region and spell an end to the violence which has plagued the country since the U.S.-led toppling of Saddam Hussein.
