Kerry wasn't even in the Senate when most of those programs you list were funded. So how could he have voted to start or nix them?

So now we've shifted from giving Kerry/Clinton credit for those things being available to saying Kerry wasn't even there when the programs were funded. Good. At least there is one fact you are willing to recognize.

I did not say he had voted to "start of nix" those programs. I said that, once the programs had begun and were underway, he voted to reduce or eliminate them. Actually, I quoted the RNC which has said that, and noted that I myself have not looked up the votes and was willing to be corrected if their information was wrong. I have heard nothing from you about the information being wrong, so at this point I think I can assume it is correct until proven otherwise.
