Dismissing the chess players has been a phenomenon not only of China but also of Eastern Europe and contries of the former Soviet Union. It has been a one time only shift away from government "jobs" to fending for themselves, which could mean working for entrepreneurs or could mean intense poverty. It has nothing to do with manufacturing efficiency, though surely that is happening globally, also. When the chess players go the government's budget comes closer to balance. It's government finances that improve on account of these measures, not manufacturing efficiency. The latter is improved by the private sector's appearance and development.
