I realize that but there is massive fraud and everybody knows it. But anyway that isn't really my point or the California legislatures point when they require small businesses to provide healthcare. The issue is that these big companies like Intel use every trick in the book to obtain labor, sometimes from foriegn sources utilizing visas in ways that they were not intended, and farm this labor out to these jobshops which pay no benefits. What ends up happening is the taxpayer subsidizes the Intel workforce's healthcare costs. This is a cost Intel should have to bear.
