Everybody and nobody. The government, the illegals and the employers just looks away and do what works. There are 1000's of laws on the books that may seem morally correct on paper, but in the real world of getting stuff done, nobody really wants to enforce them.

Sure, the government can grab the illegals and send them back, but that costs time and tax dollars. Sure the illegals could obey the law and stay home, but it might be real hard to support their family. And yes the employers could obey the law and fire the workers, but then they would have to pay US citizens more money, if they could find some willing to do the dirty work.

Who's to blame if everybody benefits? Maybe it's the lawmakers?
