After the Cold War ended defense spending DID need to be brought down and frozen. That was a good thing. Most Republicans agreed. Don't you agree?

Kerry made a mistake voting against the Gulf War. He realizes that. In 13 years in the Senate it's probabkly the one vote he'd like to take back. But Kerry has changed quite a bit since 1991. He's gotten more moderate in his views.
