I'm not privy to all the reasons why the Administration has not been (publicly) tougher on SA but having spent some time there I can make a guess. SA society is highly factionalized. Geopolitically speaking , if we can change the behavior which spawns the antiUS sentiment and maintain a good relationship with the country that has the largest oil reserves on the face of the globe, that makes some sense to me.
