All leaks are deliberate. Or maybe you're thinking what I am, which is that Rumsfeld wrote the memo knowing that it would be leaked. My guess is that the rumors that Rumsfeld is going to be fired after Nov 2004 are true, or at least true enough, and he wrote the memo so as to make Bush look silly for all the pollyanna talk. One piece of evidence in favor of this is that nasty blowup Rumsfeld had when he found out that Rice was taking over in Iraq:
