Republicans do not control Congress. They have a slight majority in both houses, but they have difficulty getting what they want done due to the thin majority. That is in particular true in the Senate where you need 60% to shut down a filibuster.

Example - Bush's difficulty in getting his court nominees approved.

I don't know how many times I have to type this but I will type it one more time. The Reps do not control the Senate. Control means the ability to overcome filibusters and have a supermajority. The Reps have a single vote advantage. That is not control.
