They have gone a lot more for the "Peace Corps" approach, with the Sermons later. The Peace Corps was never a very effective agency either. Just window dressing, really, and a way for young Americans to learn things they wouldn’t otherwise learn. It’s really not a field for amateurs, no matter how concerned they are: concern without knowledge can do as much harm as good. There are so many illusions about what “aid” is and how it works that it becomes very difficult to discuss with people who aren’t familiar with the way these things work. Effective relief aid workers are not good samaritans; they don’t go into poor countries to bathe lepers and run soup kitchens. Almost all aid professionals agree that unless it’s absolutely impossible to contrive, “hands-on” care should always be provided by locals, to avoid developing a culture of mendicancy. The real aid workers spend their time ironing out logistic problems, not comforting the sick. One of the major problems with aid in the current environment, with its massive proliferation of public, private, and multilateral agencies, is coordination: for resources to be effectively used, the agencies operating in an area have to work together to avoid duplication or overlap of efforts. Private agencies, both religious and not, have been known to create particular problems in this regard, generally through reluctance to submit to coordinating authority.
