They all it a flood plain for a reason. Have you ever noticed how tornadoes occur over trailer parks? In B.C. we put the trailer parks on the flood plains . That way every 20 yeras or so they get washed away and nice shiny new ones come in. Every 100 years or so the same thing will happen in Richmond. "Gee Edna we got that nice hill over there that we could build on, it would give us a view , and we would not have to look in the neigbours window . Or we could build on that flat piece of land with the water table 6 inches under the ground and we can have no view and one corner of the house can settle into the ground which one do you want " Yep old Edna picks on the flood plain and then looks suprised when the tide comes in.
