I agree with the recommendations of the document you referenced. I don't agree that Christian Aid makes a convincing case implicating the CPA of "blatant theft." They're a UK charity - do all expenses have to be approved by them?

And if there was enough evidence to implicate the CPA, why haven't we heard from the UN? The Iraq section of their website says absolutely nothing about the alleged missing $4 billion. See for yourself:
