Because of liberal policies. You can trace this directly to the insane bussing policy which resulted in white flight and isolated blacks amongst themselves. Then add to that the "WE CAN ONLY BE TAUGHT BY BLACKS" which then resulted in the less qualified teaching the ignorant. This was most exemplified with the actual request for ebonics to be legitimized as a valid language.

You either have to say that blacks are an ignorant race and can't learn or that the policies of the left are dead wrong and they need to step aside.

Vouchers are the only hope for the black community not money and more liberal failed policies.

The U.S. population is much larger than the Canadian population for starters and the city populations are much larger in the U.S. as well.
