Bush Sr. STARTED paying down debts. He raised taxes and he cut defense spending. The reversal though did not take place until years after during the Clinton administration, when he raised taxes again. It's called fiscal responsibility. Clinton was good at that, Bush Sr. just okay and GW Bush trrible.
