What is needed now is for the black community as a whole to make the commitment. The black community doesn't encourage education as the stepping-stone to success in the same way that other cultures have. The black family structure is still way too weak -- far too many single parent families, children born out of wedlock. Statistics show clearly that a nuclear intact family is a strong predictor of success in society, and blacks lag far behind. And that's not something that government can fix -- it has to come from the individuals and the community.
