For one thing, it doesn't answer either of my two questions (reposted below).

For another, the situations are very different. The 'luxury car tax was tripled to reach 2% - so it was increased about 1.34% (rounded up) on the value of the auto.

The luxury boat tax was a full 10%. And with boats, buyers just ordered overseas for better prices. This is much harder to do with autos.
