We did not bomb them into oblivion. The degradation of infrastructure is mainly a result of neglect by the regime, not a by- product of our bombing.

What Kay does show is that they were continuing research and retaining the capacity to produce WMDs, as soon as we were off their backs. They were certainly actively seeking nuclear materials. They were also seeking improved delivery systems. What does all of this mean?: that there was no choice but to put a stop to it once and for all. Inspections would not go on indefinitely; sanctions were inadvertently producing hundreds of thousands of infant deaths, due to the abuses of the regime; and whenever Iraq achieved a clean bill of health, it was ready to begin stockpiling more and better WMDs.

Of course, Kay has additional inconclusive evidence that stockpiles were shipped out of the country. Additionally, we had to deal with facts on the ground, and if they had gotten rid of stockpiles, either Saddam or his underlings were purposely trying to suggest otherwise, presumably to cow their neighbors or to please Saddam.

Beyond that, the mere fact that Saddam's diversion of humanitarian funds was causing widespread misery and death, under the sanction regime, and the fact that Saddam ran a "torture chamber" country, is morally reason enough for us to have overthrown him. As a matter of policy, one looks at a broad array of issues, but as a matter of sheer moral justification, we were in the right.
