If you are running a surplus, I believe your tickets would be worthless on the free market.

I'm a little suspect of the whole idea and I'm sure he couldn't cover every issue in a single article, but I think the gist of the article was valuable. It's was kind of like Perot's charts explaining the budget deficit. It helped bring the issue into the public debate.

By the way, he wrote virtually the exact same article in the late 80s for the Washington Post. No one listened then either. :-)
