Some military assets can be used to take out terrorists, especially if they are gathered together, but counter-terrorism is intelligence, paramilitary police work. Small teams of special operators have to take out terrorist cells working from strong intelligence. Except for choppers and Delta Force spec ops gear the mainstream muilitary is almost useless against terrorism. Look at the cost of the Iraq War. and how many terrorists have we killed there, a few dozen? The Taliban was the last and only massive grouping of terrorists anywhere, and we missed most of them, let them slip away because they had too much advance warning.
