Why does he have to have financial ties to steer contracts to his former employer? Why is that your litmus test for determining corruption or not? You're really not that naive, are you?

Competitive bidding is a fundamental rule of gov't spending. Why is that rule different in Iraq?

It isn't. The same procedure has been used innumerable times before, including during the Clinton administration.


The above says nothing. There has been little if any competitive bidding in Iraq. As a consequence, HAL gets contract after contract.
