Energy deregulation (the root cause of the problem) was instituted during the Wilson administration with heavy lobbying by the Enrons of the world. Unfortunately, nobody knew what crooks they were back then. No one knew until after everyone had been ripped off, with the full support of the Bush-Cheney bunch.
