If the number of gun laws is irrelevent, why does the NRA make such big deal out of including the 20,000 number in their standard mantra against new legislation?

And I don't believe that the 2nd amendment gives an individual the right to own any weapon he chooses without regulation....else why is that little word "militia" in the statement?
