Don't get me wrong, I believe salvation is extended for ALL men. Willful suppression despite the fact that they know the truth seems to be the theme of where most refuse the gift.

John 3:20,21 "Everyone who does evil hates the light, and will not come into the light for fear that his deeds will be exposed. But whoever lives by the truth comes into the light, so that it may be seen plainly that what he has done has been done through God."

Also,

Romans 1
18The wrath of God is being revealed from heaven against all the godlessness and wickedness of men who suppress the truth by their wickedness, 19since what may be known about God is plain to them, because God has made it plain to them. 20For since the creation of the world God's invisible qualities--his eternal power and divine nature--have been clearly seen, being understood from what has been made, so that men are without excuse.
21For although they knew God, they neither glorified him as God nor gave thanks to him, but their thinking became futile and their foolish hearts were darkened. 22Although they claimed to be wise, they became fools 23and exchanged the glory of the immortal God for images made to look like mortal man and birds and animals and reptiles.
24Therefore God gave them over in the sinful desires of their hearts to sexual impurity for the degrading of their bodies with one another. 25They exchanged the truth of God for a lie, and worshiped and served created things rather than the Creator--who is forever praised. Amen.
26Because of this, God gave them over to shameful lusts. Even their women exchanged natural relations for unnatural ones. 27In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed indecent acts with other men, and received in themselves the due penalty for their perversion.
28Furthermore, since they did not think it worthwhile to retain the knowledge of God, he gave them over to a depraved mind, to do what ought not to be done. 29They have become filled with every kind of wickedness, evil, greed and depravity. They are full of envy, murder, strife, deceit and malice. They are gossips, 30slanderers, God-haters, insolent, arrogant and boastful; they invent ways of doing evil; they disobey their parents; 31they are senseless, faithless, heartless, ruthless. 32Although they know God's righteous decree that those who do such things deserve death, they not only continue to do these very things but also approve of those who practice them.

It would seem that there is a spiraling effect in the verses above. At first the truth is known but as man continues in his wickedness God gives him over more and more to sin. So yes, the choice is extended to all. But only those whom God has chosen can come to the Son.

John 6:61 Aware that his disciples were grumbling about this, Jesus said to them, "Does this offend you? 62What if you see the Son of Man ascend to where he was before! 63The Spirit gives life; the flesh counts for nothing. The words I have spoken to you are spirit and they are life. 64Yet there are some of you who do not believe." For Jesus had known from the beginning which of them did not believe and who would betray him. 65He went on to say, "This is why I told you that no one can come to me unless the Father has enabled him."

Here we see Jesus telling His disciples that His words are spirit and are life but not everyone would believe because they are not enabled to by the Father.

I guess the key is to somehow reconcile the verses which say Christ died for ALL and salvation is only for those whom the Father enabled. From the evidence presented to me though I have to believe that it is all God and has nothing to do with man.

Phillipians 2:12 Therefore, my dear friends, as you have always obeyed--not only in my presence, but now much more in my absence--continue to work out your salvation with fear and trembling, 13for it is God who works in you to will and to act according to his good purpose.
