Show me a single regime that was extremely oppressive and lasted more than a generation who did not maintain its hold without foreign support. I can only think of Stalin, but that was under very different circumstances which does not apply to the likes of Pol Pot or Saddam. On the other hand I can name quite a few regimes who'd would never have come to power let alone last as long as they have if it wasn't for foreign intervention.

[edit: Actually, I stand corrected. Stalin did not last more than a generation]
