You use the word "fair", when you really mean proportional. The first family can't afford health care on $27K a year, while the second receives a tax free benefit of full health care. The first family rents a 3 bedroom apartment, while the second deducts $500K mortgage payments on a $10M estate.

You don't want a flat tax on income, you want a flat value added tax on expenditures with exemptions for food, basic shelter, minimal clothing allowance, minimal utility allowance, education, and medical care.
