> All that would mean would be that we are are faced with a situation where the Chinese or Saudis or whomever helped to sustain repression.

You are leaving us out of the loop. It is not as if we never pulled in a coup d'eta when it suited our needs.

> Would our passivity improve the situation?

So not supporting repressive regimes is passivity? That is a nice angle on active progress towards democracy. What you are saying here is "everybody else is doing it" excuse. Somehow that never worked with my parents when I was a kid. Why should it work now.

> And is an external aid necessary if the country has a commodity like oil or uranium which will fetch enough revenue to supply the regime with guns and thugs?

Sorry wrong perspective. Yes there is an external aid needed, but not the way you are thinking of it. The aid that is needed is the establishment of international law and rules of conduct for all. This is the opportunity that we can be both active in and set a good example. The international scene cannot remain the grab-all-lawless=wild-west-frontier forever. The United State is most qualified to lead the efforts in that front. In short, we should call for establishment of binding international law for all (including us) and an end to playing god with smaller nations for all (including the French, Russians, and Chinese). For now, we can leave out the sticky issues of occupied countries out of it and stay the course for the rest.
