ok, I admit ignorance to the details of where they get their arms and money. But seeing how Africa seems to have so little in-house industry, I have to conclude somebody supplies them with the guns and the money.

My point here is quite simple: if it makes you feel dirty to shake hands with someone, then don't. There is no reason to have to choose one thug over another.

I watched a documentary on HBO about child soldiers. African kids carrying guns at 8 years old and going home at 16 when their parents don't even recognize them. One kid of about 12 was laughing about catching pregnant girls. He said they bet on the sex of the child and then cut the girl open and looked at the baby. Long way to go to even be close to being civilized.
