In my opinion, at least ten times this much should have been done already. The government certainly has the money for it but like everything else, except tax collection, the administration works only in reverse gear. As far as I am concerned, quite apart from crime and AIDS, which to a large extent are the result of poverty, the maladministration of every government department (and the corruption that goes with it) eg police, education, health, land distribution, is probably the most serious problem facing the country.
