Kerry fully supports the troops. He is the veteran's champ in the Dem party along with colleague McCain. He just doesn't want to give Bush a blank check to hand out to his cronies. Bush is not even accounting for where the money is going. Kerry would be irresponsible to ask for no accounting. There is plenty of money there for the next few months. The troops are in no danger of being underfunded. They're just in danger of more piss poor Bush policies.

Also, is too much to ask for a post-war plan? There is none that anyone has ever seen.
