Actually, I think it was Hillary who had Buddy run over. It was at their new mansion in NY, and she was doing everything she could to get sympathy and support from those suckers, er, I mean New Yorkers. Willie actually liked the dog, and Hillary probably did it as a warning or retribution for something he did that pissed her off. Moreover, I think it's Hillary who always has done the dirty work to further the corrupt couples' fortune and power. Bill is too busy obsessing with his own immediate physical gratification (e.g. sexual attacks on subordinates, b.j.'s from interns) to do the long term strategery thing.
