Well, you are playing it close to the vest,

Let me show you my cards. This case has big Mormon Religious overtones. I don't think the DA in Salt Lake thinks he can win a kidnapping case. If he did, it would be set for trial, and the Defense Lawyer would be the one pleading insanity or diminished capacity.

So what we have here is an unwinnable, high profile case that could cost the DA dearly in Salt Lake. With huge problems from the Mormon community if details come out.

I think he is trying to cut a deal with the defense to let them plead to a mental problem. In exchange, he will see that they are quietly let out in a year or so.
