That's the Bush policy of preemption taking root.

We'll see an increasing readiness of the world's armed forces, nuclear and otherwise.

The militarist Bush policy says the only way to, as the saying goes, "have no fear while walking through the shadow of the Valley of Death is to be the biggest SOB in the Valley".

Having one or a dozen nuclear powers declare preemption strategies only extends the shadow of death further. Nukes are as outmoded against terrorism as tanks.

Unfortunately, religious zealots have been well-schooled in the techniques of terrorism since 1979 and so far at least, have no fear of the biggest SOB in the Valley.
