There's a reason Wyoming is nearly empty-

Cold.

Not much Rain.

Very poor soil in many places - glaciers scrapped off all topsoil.

Poor transport infrastructure because surrounded by mountains.

No deep water portrs.

No shallow water ports.

No nearby large populataions.

No sunny beaches.

I have a better place than Wyoming, how about a rebalancing in the Arctic National Wildlife Refuge. There will be plenty of jobs up there when oil drilling begins.
