Eva. It's just globalisation. The US will give up a good portion of the catbird seat but it's not going away. It just needs to learn to share a little more which will sure seem like TEOFTW to many...

Delegation? Means that the PLA wants to buy technologies adaptable to creating intelligent weapons. They will spend the trade surplus in a second on these products.
