Saul was chosen to be King of the Israelites as a punishment for their lack of faith

agreed. israel had a King--an heavenly one--but they demanded an earthly king after the manner of the heathen. they got what they deserved in saul. this doesn't change the fact that there was none more goodlier than he, and that he was anointed of God by samuel. God knew he would fall away. God declares the end from the beginning.

And he had a son, whose name was Saul, a choice young man, and a goodly: and there was not among the children of Israel a goodlier person than he: from his shoulders and upward he was higher than any of the people. --1 Samuel 9:2
