I would assume a man of Cheney's ability would be able to get about any job he wanted when he leaves office. That doesn't, however, create the basis for a conflict of interests. There is mass movement of government officials who go back and forth between lobbying the military, working at the pentagon and having private jobs in the defense (and non defense) industry.
