But one wonders why it is the obligtion of taxpayers in Virginia to pay their taxes to clear away dead trees in California.

Penny wise, pound foolish. We'll be paying huge bucks in disaster relief to California now, and a few million up front, and in a timely manner, could probably have helped prevent some of the devastation. People always are foolish- I guess if one wanted more proof, this would be a good example.
