The hangup there seems to be the 24 hour or instant check versus the 3-day time allowance. A 3-day allowance for the check effectively means the sale won't take place AT the gun show. The NRA was backing a 24 hour version last I checked but it seems the 3-day one is what's on the proposed law.

The check you propose would probably be unconstitutional.

Not everybody at a show is there to buy a gun. Thats like having the Government approve of freedom of assembly. How is such a system going to stop transactions at somebody's home or through the mail (non-interstate). The NICS system is setup for FFLs to do background checks, not non-licensees. Could have all transactions brokered by an FFL to do the background check even in-state transactions and that is probably where the laws are headed. Such laws need to be made at the State level, not Federal since Federal doesn't have authority to create laws that have no relationship to interstate commerce.
