good example;

for those who don't know about chechnya - huangys, lens, emelies and such:

russia granted independence to chechnya after some civil unrest. Instead of normalizing relationship it turned for worse - Chechnya turned into a terrorist state whith hospitals and schools as it's favorite targets. Russia took over chechnya but to this day they regret giving it independence.

The above suggest that creating PA state before completely crushing terrorism might not be a wise idea
