I don't know squat about European hospitals, but something happening on that scale (such as the Hong Kong Flu) overwhelms our ERs and hospitals too. Been in a few situations where we couldn't transfer patients we had no beds for, because everybody else was full too.

A sudden influx of casualties is hard to cope with, and resources such as rooms and personnel are limited (and we burn out, too).I doubt that the situation would have been any less chaotic had it been here.
