khodorovsky, as well as pretty much all of the russian successful businessman are connected to the criminal world.

Of course, putin's problem with khodorovsky is not his illegal dealings but a political struggle. If they would start arresting people with criminal connections in russia now they would have to arrest government together with putin as well as the majority of business owners.
