For two reasons: (1) Because the UN has at least a shred of moral authority in a world where the US has lost any that it once had. (2) Because the US cannot commit enough troops and related personnel to stabilize Iraq, and countries with large pools of people are not willing to commit a large-scale deployment based on the shaky legitimacy of a US occupation.
